WASTEWATER TREATMENT FOREMAN

Salary: $69,335 - $81,570

Description:
Under the direction of the Logan City Wastewater Treatment Facilities Manager. Is responsible for the operation of the treatment plants and coordinates activities of concern with the operation and maintenance crew. Participates in wastewater laboratory analyses and coordinates with the Pretreatmen t crew.

Qualifications:
High School GED or equivalent AND Associate degree or equivalent from a two (2) year college or technical school in wastewater related field; six (6) years of progressively responsible experience in wastewater treatment facility operation and maintenance, at least two (2) of those years must have been in a supervisory capacity. Must have technical experience in mechanical and electrical with the ability to read and interpret plans and specifications. Must have a val id Utah Commercial Driver’s License (CDL) at a level appropriate to the equipment operated. Must possess an unrestricted, State of Utah Wastewater Treatment Operator, Grade IV Certificate with a DRC designation. ICS-100, -200, -300, and -400 Certificates, or must obtain within six months of hire.

Responsibilities:
Plans, prioritizes, assigns, and supervises the daily operation and maintenance of the wastewater treatment facility; recommends and assists in budget and replacement of capital e quipment items; prepares reports, studies, and evaluations.

Coordinates plant operations with Wastewater Treatment Facilities Manager, Treatment Operators, and Laboratory Personnel to assure compliance with state and/or EPA permits.

Participates in wastewater laboratory analyses for process control of treatment plants and coordinates with the pretreatment crew.

Develops and implements operating methods and procedures designed to eliminate operating problems and improve product qua lity. Analyzes and resolves work problems or assists employees in solving work problems.

Prepares and submits monthly operating reports. Compiles, stores, and retrieves production data.

Understands and communicates regulatory requirements of Logan City and the Environmental Department policies to employees and enforces strict safety procedures and requirements. Follows strict safety procedures, attends and participates in safety meetings, is a member of the Safety Committee, and mainta ins a high level of personal and employee hygiene.

Manages crew chiefs who supervise employees at the Wastewater Treatment Facility. Carries out supervisory responsibilities in accordance with the City and department policies and applicable laws. Responsibilities include interviewing, recommendations regarding hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees in conjunction with the Wastewater Treatment Faci lities Manager; addressing complaints; and resolving problems. All other duties as assigned.

Knowledge, Skills, and Characteristics:
Knowledge of reading and interpreting documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Knowledge of writing routine reports and correspondence.
Knowledge of working with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
Knowle dge of applying concepts such as fractions, percentages, ratios, and proportions to practical situations.
Knowledge to define problems, collect data, establish facts, and draw valid conclusions. Knowledge to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Knowledge of wastewater treatment and laboratory analyses.
Knowledge of hazards and safety practices common to construction, maintenance, and re pair activities including Occupational Safety and Health Administration (OSHA) safety requirements.
Knowledge of the Clean Water Act standards and testing.
Knowledge of laboratory practices and National Environmental Laboratory Accreditation Conference (NELAC standards and the Utah Bureau of Laboratory requirements).
Knowledge of bio-solids composting procedures.
Knowledge of electrical systems including; pumps, motors, and VFD’s.
Ability to work in all weather conditions.
Ability to lif t and/or move up to 50 pounds
Skill in identifying and repairing mechanical problems and reading and interpreting construction drawings and wiring diagrams.
Skilled in computer operation with word, excel, internet and computer software specific to Wastewater Treatment monitoring.
Skill in reviewing work priorities, project schedules, and current work activities to ensure compliance with department standards, objectives, and policies.
Skill in establishing and maintaining effective workin g relationships with upper management, contractors, co-workers and the general public.
Skill in communicating clearly and concisely, both orally and in writing.

Crossing Guards PT
Under general supervision, crossing guards will lawfully stop traffic using appropriate signs and equipment, serviceable to traffic flow and safely assisting pedestrians/children across the street. All crossing guards are expected to instruct when appropriate, correct safety habits to drivers and/or children whom they come in contact with. Monitoring and assisting of school age children in crossing designated intersections within the limits of Logan City. It will be necessary for the individual to be on site 45 minutes prior to school beginning/ending and then remain a minimum of 15 to 30 minutes after school has begun/ended. Required to work set time frame; usually one hour in the morning and one hour in the afternoon.
